What Is a Customs Tariff Number?

Customs tariff numbers are globally recognized numerical codes used to classify goods for customs purposes. Each tariff number consists of a code with at least six digits and is often extended by additional digits. Customs authorities retrieve the tariff number from accompanying documents, such as the customs declaration, and verify its accuracy.

Based on globally standardized product categories, import and export duties as well as the correct import taxes can be determined quickly and easily. In addition, possible preference determinations — meaning preferential customs treatment for goods from specific countries or regions — and the origin of goods, i.e. the economic nationality of the place where the goods were produced, can be identified.

Why Do You Need a Customs Tariff Number?

If you plan to ship goods internationally, you need the correct customs tariff number. More precisely, the customs declaration must include the appropriate HS Code whenever goods (for private or commercial purposes) are shipped outside the EU. Only then can customs clearance be processed smoothly.

The customs tariff number serves three key functions:

  • Identification of the product category
  • Calculation of the applicable customs rate
  • Enforcement of national import restrictions

How Is a Customs Tariff Number Structured?

In principle, the different parts of a customs tariff number serve the identification and classification of various types of information. But why do some tariff numbers have six digits, while others have eight, or even more? Here’s a breakdown of how customs tariff numbers are structured — and what differentiates them:

1. HS – Harmonized System (6 digits)

XXXX XXXX XXX – The first six digits apply across all member states of the World Trade Organization (WTO). The HS code serves as the basis for classifying goods in international trade. In general, the HS code is used in over 200 countries and regions (including the EU, USA, Japan, and China) and covers more than 500 product categories. Each product category is uniquely identified by this six-digit code. The system is revised every five years.

2. CN – Combined Nomenclature (8 digits)

XXXX XXXX XXX – The Combined Nomenclature is based on the Harmonized System. The first six digits are identical to the HS code, but two additional digits are added to make a total of eight digits. This extension was introduced as part of the EU’s implementation of a common customs tariff in 1987. The eight-digit customs tariff number is used for export declarations.

3. TARIC (9–10 digits)

XXXX XXXX XX X – TARIC refers to the Integrated Tariff of the European Communities. The first eight digits are identical to the HS code and the Combined Nomenclature (CN), but are further broken down by the ninth and tenth digits. These additional digits are used to codify EU-specific trade measures, such as anti-dumping duties or quotas.

4. EZT – Electronic Customs Tariff (11 digits)

XXXX XXXX XXX – The Electronic Customs Tariff (EZT) refers to Germany’s national customs tariff. The first ten digits are identical to the TARIC. The eleventh digit in the tariff number is used for national purposes, such as specifying the rate of import turnover tax and other excise duties. These national measures are therefore not visible in TARIC. The EZT covers national regulations applicable in Germany (BRD), not in other EU member states. The 11-digit customs tariff number is used for import declarations.

Note: With JUMiNGO, you can easily import goods into Germany. However, please note that for imported goods, you might not be able to determine the full 11-digit customs tariff number. JUMiNGO only supports 8-digit customs tariff numbers for export shipments.

What Happens If You Provide the Wrong Customs Tariff Number?

If you enter an incorrect customs tariff number, two different scenarios may occur:

  1. The duty rate is calculated too high due to the incorrect tariff number: This does not have legal consequences, but you will end up paying too much in duties. Any excess duties paid may be refunded.

  2. The duty rate is calculated too low due to the incorrect tariff number: In this case, it may be considered customs fraud, which can be classified as a regulatory offense and lead to fines.

As a rule, both scenarios should be avoided. That’s why we recommend always ensuring you use the correct customs tariff number.
