Customs Clearance for Shipping to Non-EU Countries

When shipping goods to a country outside the European Union, the shipment is officially considered an export. Unlike shipments within the EU, these consignments are subject to customs regulations and must be cleared accordingly. The export of goods to non-EU countries is governed by the laws and regulations of the destination country.

1. WHEN DO I NEED A PROFORMA INVOICE, A COMMERCIAL INVOICE, OR AN EXPORT DECLARATION (ABD)?

For shipments to non-EU countries, you need a customs declaration, which depends on the value and weight of the goods as well as whether it is a commercial or private shipment.

A commercial invoice is sufficient for shipments with a value/weight of up to €1,000 per kg. For accompanying documents with a higher value/weight, an export declaration (ABD) is required.

If the goods have no commercial value, a proforma invoice can be issued. Customs regulations may vary depending on the destination country.

2. WHAT DO I NEED TO CONSIDER WHEN ADDRESSING MY SHIPMENT?

Make sure that your shipment is properly addressed before dropping it off at a parcel shop or before it is picked up by the carrier. Address formats can vary depending on the destination country.

For example, imports to China require a different address format than imports to the USA.

A correct address is a prerequisite for smooth and on-time delivery of your shipment.

3. WHAT IS A CERTIFICATE OF ORIGIN AND WHEN DO I NEED IT?

You can obtain a certificate of origin for your goods from your local chamber of commerce. Make sure in advance that the actual origin of the goods can be proven.

For international shipments, a certificate of origin may be required as an additional document to monitor the movement of goods and check import restrictions.

In many cases, the recipient of a shipment may also request a certificate of origin for the goods they have ordered. Which products require such a certificate can be found on the customs authority website of the destination country.

For certain products or product categories, prohibitions or restrictions may apply that must be observed before shipping.

4. WHAT ARE THE REQUIREMENTS FOR COMMERCIAL INTERNATIONAL SHIPPING?

To ship goods commercially to a non-European country, you need a business registration, an entry in the commercial register, and a free EORI number.

If the shipment originates from Germany and you are not an EU citizen, you also need a valid German residence permit.

6. WHAT IS AN EORI NUMBER AND WHY DO I NEED IT?

If you want to export goods, you need an EORI number to prove your identity as an economic operator. The EORI number is used during customs clearance and is mandatory in many EU countries. Without a valid EORI number, you may not be able to export goods, or your exports may be delayed or rejected.

The EORI number enables customs authorities to monitor trade flows, ensure compliance with customs regulations, and reduce the risk of fraud or illegal activities. It also facilitates information exchange between customs authorities across the EU.

To obtain an EORI number, you must register with your competent national customs authority. The exact requirements may vary by country, but typically you must provide specific information and documents about your business to complete the registration.

Customs Clearance for Imports from Non-EU Countries

For imports to Germany from non-European countries, specific customs regulations apply. These regulations may vary depending on the country of origin. When importing, several aspects must be considered, including the classification of goods according to their customs tariff number, determining the customs value, and paying import duties such as customs tariffs and import VAT.

To import goods from a non-European country into Germany, you must submit a customs declaration. This declaration can be submitted either by the importer themselves or by a customs agent or freight forwarder on their behalf.

Customs authorities will inspect the imported goods and may carry out random checks or detailed inspections to ensure compliance with all applicable regulations.

2. WHAT CRITERIA MUST A GIFT SHIPMENT MEET?

When sending a shipment as a gift, import duties from non-European countries may be waived. To qualify, the shipment must be clearly declared as a gift and must meet the following three criteria:

  • It is a shipment from one private individual to another private individual
  • The shipment has a maximum value of €45
  • The shipment is non-commercial


If these criteria are met, the shipment is exempt from customs duties and import VAT.

If the value of the goods is between €45 and €700, a flat rate duty of 17.5% applies. If the value exceeds €700, the customs tariff rates serve as the basis for calculating import duties.

3. FOR WHICH ITEMS DO IMPORT RESTRICTIONS APPLY?
